The 30th Conference of the Parties (COP30) to the United Nations Framework Convention on Climate Change (UNFCCC) is being held in Belém, the capital of Pará State, Brazil, from November 10 to 21, 2025.
At the invitation of the UNFCCC Secretariat and China’s Ministry of Ecology and Environment, Mu Kerei, Party Secretary of Baoting Li and Miao Autonomous County in Hainan Province, attended and delivered a speech at the COP30 China Pavilion side event on “Building Green, Low-Carbon, and Beautiful Cities” on the morning of November 17 (local time). In his address, Mu Kerei shared Baoting’s experiences and practices in promoting green, low-carbon, and sustainable development across five aspects— industrial development, lifestyle transformation, urban planning, ecological governance, and social governance. He also introduced the progress of the China–EU (Baoting) Green and Digital Innovation Zone, showcasing China’s local-level efforts in addressing climate change. His presentation provided the international community with a concrete demonstration of local-level climate action, reflecting the country’s commitment and leadership in advancing global climate action and ecological development.

During the event, promotional videos of the Hainan Free Trade Port and Baoting were screened throughout the event, and Baoting’s cultural and creative products were distributed to international participants, offering the international community an engaging window into both the Hainan Free Trade Port and Baoting.
Mu Kerei also met with Li Gao, Head of the Chinese Delegation to COP30 and Vice Minister of the Ministry of Ecology and Environment of China, as well as Liu Zhenmin, China’s Special Envoy for Climate Change. Li Gao congratulated and commended Baoting for participating in the event and sharing its experience. He emphasized that China is an active participant and a major contributor to global climate governance, and that Baoting’s county-level practice in building a green, low-carbon, and beautiful city demonstrates the commitment of China’s local governments in addressing climate change, contributing China’s wisdom and solutions to the world. Liu Zhenmin noted that China has always been a nation of action and implementation in addressing climate change, constantly balancing environmental protection, economic growth, and people’s livelihoods. He remarked that Baoting’s green and low-carbon development pathway embodies this approach and expressed confidence that Baoting will continue to leverage its strengths and achieve even greater progress in sustainable development.
The COP30 China Pavilion series of side events will continue until November 20, covering themes such as Ecological Civilization and the Building of a Beautiful China, High-Quality Development of China’s Carbon Market, Pathways Toward Carbon Peaking and Carbon Neutrality, and China’s Energy Transition and New Energy Development. Baoting was the county-level government representative from China invited to deliver a speech at the event.
