UNDP GDIP Baoting Innovation Zone Ningyuan Carbon Neutrality Project

Supported by the United Nations Development Programme (UNDP), UNDP China Ocean and Island Climate and Sustainable Development Innovation Lab serves as a public platform for experimenting and demonstrating climate solutions tailored to marine and island regions. It aims to assist developing countries, oceanic and island regions worldwide in exploring climate-resilient and sustainable development models. The UNDP-GDIP framework includes:

Objective

Align with national and sub-national strategies—including the China-EU (Baoting) Green and Digital Innovation Zone and Hainan Zero-Carbon Island initiative—to advance climate-resilient and green policy allocation. These pilots aim to serve as demonstrative models for marine and island regions.

Scope

In response to the complex climate challenges faced by developing countries and marine and island areas, the project explores holistic and replicable models for climate-resilient and sustainable development. Key focus areas include infrastructure, energy, transportation, resource, industry, finance, standards, and policy.

Collaboration Mechanism

The project supports partnerships among local governments, international organizations, multinational enterprises, and research institutions to build a global climate action network encompassing policy, technology, finance, and talent. It also supports the establishment of cooperation platforms dedicated to marine and island climate sustainability, jointly facilitating the implementation of pilot projects.

Capacity Building & Training
Professional Training

The project provides training programs for local governments, businesses, and communities on climate and sustainable development to improve local capacity.

Knowledge Sharing

The project would organize workshops and international activities to share national and international best practices and lessons learned, enhancing climate action capabilities at the local level.

Financial and Resource Support
Catalytic Funding

A dedicated catalytic fund has been established. With the support of the UNDP's Integrated National/Local Financing Framework (INFF/ILFF), it facilitates the mobilization of private capital, international funding, and private-sector investment toward pilot projects, ensuring early-stage financial support.

Multi-Stakeholder Partnerships

Innovative financing mechanisms are promoted in collaboration with international financial institutions, impact investment funds, and philanthropic organizations to provide diversified financial support for pilot implementation.

Technology and Resource Matching

Technology, resource and experience sharing would be promoted to provide technical support and tailored solutions for pilot projects.

An systematic monitoring and evaluation (M&E) framework has been established to regularly assess pilot projects' implementation effectiveness and sustainable development performance.
